SITE BACKGROUND
The
California Regional Water Quality Control Board, North Coast Region
(Regional Water Board) is currently overseeing investigation and
cleanup of soil and groundwater pollution in the area of Norman’s Dry Cleaners, 2907 E Street, near
the intersection with Grotto Street in Eureka (Site). This Regional Water Board Case is
identified as No. 1NHU630. The Constituents of Concern (COCs) found in
the groundwater and soil in this area include Chlorinated Volatile
Organic Compounds (CVOCs), Non-Chlorinated Total Petroleum Hydrocarbon
Compounds (NCTPHs), and Volatile Organic Compounds (VOCs).
These
COCs are generally identified with dry cleaning operations and motor
vehicle fuel and vehicle repair operations. State and Federal agencies
have set standards for the contaminant levels allowable in groundwater
for these COCs. These standards
are called Water Quality Objectives, and include Maximum Contaminant
Levels (MCLs), which set standards for safe drinking water, and taste
and odor thresholds and toxicity levels, which are set out in the
Regional Water Board’s Water Quality Control Plan. Water Quality Objectives define the
concentrations of certain chemicals that are allowed in groundwater
water while still providing protection of public health. The groundwater around the Site
contains COCs in excess of the established Water Quality Objectives. Although the groundwater in the area
is not used for drinking water supply (the Humboldt Bay Municipal Water
District provides drinking water to the City’s residents), the
groundwater must be cleaned up in light of these standards.
